AFAIK, it's enforceable, they can take a portion of your deposit to pay to hire a cleaning company, or a window cleaner. I know people who've had money taken from their deposit for this, it's about proving it wasn't clear enough (or at least as clean as when you moved in) and not just subject to normal wear and tear.
