I was having a conversation to this effect with a friend recently and as if to confirm exactly what we were saying some absolute grub littered right in front of us - just dropped an entire chippy on the ground and walked off.
People are uneducated idiots who have been dragged up without discipline or consequence. Lack of council funding is an issue but people are the problem.
