Ideally a painter will unscrew your sockets when they’re painting so that not an issue as they’re a standard size. You can ask them to do the same with the ceiling light fitting.

If there’s currently no electrics where you’re wanting the sconce lights then that’s an issue. If it’s a tenement flat they’ll need to cut a channel in the plaster (called a raggle or a wall chase) which will then need plastered over and then you’ll need to wait for the plaster to dry before painting. If it’s a modern flat with plasterboard walls then they can hopefully fish the cables behind it so that’s less destructive.

Anyway, I’d do electrics first as that’s potentially destructive work and then decorating or flooring, it doesn’t really matter especially if you’re not removing skirting boards.

And yes you can buy all the fittings, paint and flooring yourself. Some painters have their preferred brands though and you won’t know what primers they need. Bear in mind that the tradesman will want to make a particular amount of money for the job so whether you buy stuff or they do, it won’t really matter to the final price as they’ll add on labour to counter act that anyway
