Are you taking about the NHS Alcohol and Drug service?

They definitely still take on service users who are actively using.

Also, I know it's not a race to the bottom, but in comparison to other parts of the UK, the waiting list is much shorter, and they're comparatively much better funded. I referred someone and within 8 weeks they had an inpatient rehabilitation place. That would have been unheard of in England.
