Looks like that's the Co-Wheels car club logo on the side, likely a batch of new vehicles waiting to be driven out to their individual homes, or possibly existing ones gathered up ready to go for servicing. Those BMW EVs are one of their main vehicles.
That's as close as you can get to the West End without restricted parking so the best place to leave them.
