Someone once told me a lot of brownfields stay unsold because it would be the responsibility of whomever buys it to clean up the ground pollution.
It depends on the size though; stuff is cheap in Southside at the moment.
Theres various examples of communities doing stuff with the land anyway; and then being able to claim ownership using squatters rights laws.
