It's called the City Union Line or Tron Line. It connects Shields Junction just outside of Central Station to the High Street East Junction near Bellgrove. It is generally only used for ECS moves, ( Empty Coaching Stock), freight and railtours. It could be used for passenger trains but isn't under normal circumstances.

Theoretially and after electrification it could be used to run trains to Edinburgh via Bathgate departing from Glasgow Central, a service between Glasgow Central and Queen Street with reversing needed or used for direct rail links to existing locations from Glasgow Cross without the need for Central or Queen Street but only if a new station was built. This latter suggestion has been proposed but who knows if it will ever happen.

Some great shots of the line are in this article. The line has been compared to the High Lines seen in and round New York City.
