Not really about tracking, although that is a concern. More about the government having total control over currency, being able to freeze anyone's ability at any time to be able to spend money. Probably wouldn't affect someone like me or you but imagine a whistleblower (e.g. like Julian Assange) no longer being able to spend money anymore. Sets a serious precedent.
