I drive into Glasgow once a week or so for work, even I would support a Congestion charge but for the love of all that's holy give me a better option. I started driving because the bus service was just so aggravating.

The article mentions an actual Regional city council and I'd be on board with that. Give us a joined up public transport strategy. Expanded, publicly run bus service and start building a goddamn tram network already.

I'm fine with discouraging driving, even as a driver I'm okay with that, but you have to make the public alternatives better, otherwise you're just punishing people for trying to get to work in whatever way they can rely on.
