| Comment | You could report a bin being full on the council app. Sometimes they fill up quicker than scheduled - it's impossible to completely keep track.
Also, it's up to individuals not to litter if a bin is full. They're everywhere, find another one. If you can't find one, take it home. Some countries don't have public bins at all and don't have litter issues. |
