I mean it’s not the only reason. That would be a little simplistic.

An aging population which is requiring more care at home.

The cuts to NHS services and massive backlogs lead to poorer health for people. This combined with care at home and aging population means the costs for local authorities will go up.

Poverty & benefits being in such a state. Sanctions etc don’t help people. There is no evidence that a sanction results in someone being more successful in finding work. But poverty does lead to poorer outcomes in terms of education, employment, health and crime.

Children growing up in poverty are far more likely to come into contact with social services. The need for accommodating children correlates with criminality, addiction and poor mental health in households.

Roads. According to report in March 2023 it would take almost a decade and 12 billion to repair local roads at the current rate. That’s not including motorways. (Cant remember if this was Uk or Scotland - but point is - it’s not getting sorted anywhere)

Austerity. Unsure if I need to elaborate on that.

But yes - equal pay which other authorities had to pay would be a factor.
