If people don’t want to pay a fair share of taxation and that results in them leaving then yes. Those sectors can be filled by people who are willing to contribute.
Same for Google and Amazon - don’t allow them to trade unless they are willing to pay fair share (and pay staff fairly). Someone else can use that gap in the market to trade and pay tax.
