Glasgow will be able to legally from the beginning of next year.

Just as the UK Government repealed elements of the 1985 Transport Act for certain city regions, the Scottish Government has very recently repealed it for Scottish Councils.

Glasgow has already begun exploring the business case for setting up a franchise system for the buses. It'll need national funding and also take a few years to set up.
