Austerity has been the Tory moto 2010. It’s been half a trillion in public spending since then. I mean that figure was from a left of centre think tank.. so there is a pinch of salt. But I think the agreement is that cuts from UK government have often led to SNP being limited on decisions.

The cynic in me would say that is the whole idea of devolved powers. Appease the demand for power whilst utilising the overall powers in London to make it seem a failure or limited impact.

Scottish government was running a 19.2 billion deficit this year. Barnett formula is also eroding funding to Scotland - its shrinking (at a slow rate so far).
