Yeah, I don't want to victim blame, but leaving it in the close is stupid. Not only that, but when they slice through the stair railings with their angle grinders everyone who lives there suffers. Three times in ten years the factors have sent me a bill for that and there's still a railing missing.
Not to mention if there's a fire.
