CEX isn't that bad when you consider that emulation is widespread and trivial to set up for retro games, so owning an out of production authentic cartridge is something of a luxury, and a bit niche.
The only way you're really going to get "a pound a game" is if someone's clearing out a loft and hands them in to a charity shop or offloads them at a car boot sale.
