If a person can't afford a new car to operate in the LEZ, I would imagine paying for parking anywhere within the LEZ would be equally cost prohibitive.
Far be it from me to talk about budgeting during a cost of living crisis, but if the need for a car that won't incur a fine is so great, then it should be a financial priority.
