It benefits the banks who limit their exposure.

I was looking at a place that was valued £160k, offers over £140k, loved it, went in at £188k, and we weren't even the second highest. Literal next door property (same layout, same condition) came on about 6 weeks later, same HR but went for over £200k. We eventually bought in another area, but watched as a third property came on offers over £150, but same HR value. Its a total scam.
