You don't know what the target price is though.

Think about the used car market situation. Someone is selling a car for 3k, which you know it is clearly overpriced, so you know the seller has another price in mind, but you have no idea. Perhaps you offer 2.5k, which seems like a good discount against the 3k, and the seller accepts it. But the seller was perhaps also OK with 2k, and you never knew about this, so you paid 500 over what the seller wanted.

People will always low ball you. You cannot set in the advert the price you are OK accepting, because people will offer less than that.

At the same time, people want to get as much money as possible. Why selling a flat for 200k when someone might offer 225k?
