The amount of money people have available to purchase a property is not affected by surveyors and the idea that surveyors would / could / should artificially lower house prices by giving incorrect valuations is pretty gross (and illegal?).

The result of the system of systematically undervaluing houses is that it required dramatically more cash to be able to purchase property in Scotland than it does in every other country in the world, this favours buy to let / real estate investment and discourages first time buyers.

A system is what it does.
