Mortgages are not provided on the basis of market value in Scotland, they are provided on the basis of the home report valuation which is systematically different from the market value. This isnt a matter of opinion it is very easily observed.

Intrinsic value is the attempt to generate a valuation that is less susceptible to the highs and lows of a volatile market and it what some people use to describe the way houses are valuated in Scotland differently from the rest of the world.
