The distances are a bit more than that tbh especially as Govan Road is not completely straight. The bridge will complete the link up that you mention by allowing those on bikes and on foot to travel to the west end and back the way as well. It appears that there is a great amount if interest in this new crossing and it's more than likely it will be fairly heavily used.

Granted it is expensive but the bridges at this point need to open as shipping traffic is still present at this location. Personally I would have been happy with a pedestrian tunnel but not sure if that would have been any cheaper.
