I see your point but the issue is that the distance between the Millenium bridge and the Clyde Tunnel is the best part of 2 miles or more. In line with other cities that have a river carved through the midlle the distances are far too much. Distances like that do not encourage active travel and that is the reason why this bridge has been built.

The Clyde Tunnel is a 1950's car centric design and is not particularly welcoming for pedestrians and cyclists given the pretty inaccessible entrances and the sheer length and gradient of it. A footbridge at that point could probably be traversed on foot in about a tenth of the time taken to walk through the tunnel.

The tunnel actually has pedestrian entrances that are more accessible and nearer to the river bank that cut down the walking distance but they were closed many years ago unfortunately.

I also think that the walking distance from the bridge to Partick is not really that far. There is a good path from the train station area right to the museum which is about a ten minute walk or a couple of minutes on a bike. Additionaly the bridge can be accessed a bit further east at Ferry Road which is only a 5 minute walk from Partick Cross. Granted the Expressway makes access to the bridge a little more tricky with the only other crossing point being the footbridge at Kelvinhaugh Street but in general the access is good enough.

Also from Govan it will be far quicker to walk over the bridge and reach the city centre as the alternative walk along Govan Road is much longer.

As I said before wait and see as I think you might be pleasantly surprised how popular it becomes.
