I mean this specific cyclist sounds a bit unhinged but yeah like you say, all the more reason to slow right down when you come across him.

I think you're right about the speed limit change, average journey times are more or less the same because cars don't go from 0-30 in an instant and red lights are plentiful. Apparently the average speed in Glasgow is about 7mph, so a 20mph speed limit change won't extend journey times too much once everything is taken into consideration.

It's a shame people are so resistant to the change. I think status quo bias is so strong that it's difficult for people to fairly weigh up the benefits vs the drawback. Maybe there could be a compromise of timed enforcement so from 10pm to 6am or something the limit is increased to 30.
