Yeh I fully agree. I dropped my son off at school recently and between 8:54 and 9:06 there was 16 cars either park on zigzags or stop to drop off kids.
Just bang an ANPR camera outside schools, solves that problem almost instantly. Get rid of the ambiguity of who was driving. Fine the owner. Then make it their responsibility to educate the person who was driving and so on.
