| Comment | When I said civil, I did not mean civilians. I mean civil offences which is what a lot of these offences come under. My view is to create almost a 2 tier police force, 1 of which spend the time only going after these types of offences. they would still have the same authority as a cop in terms of stopping, requiring ID and so on. if a situation became hostile while dealing with a stoppage of a dangerous cyclist for example, they would have the power to hold them and call for 'real' police to come and arrest for the relevant offence.
