Point B is absolutely wrong. If you seriously injure anyone you will almost always be arrested. An arrest isn't a punishment. It's an investigatory means for the police to ask you for your account, on the record, of what happened, after you have had the option of free legal advice. As well as confirming your identify and being able to take DNA and fingerprints from you. Whilst it might seem obvious, the police can't always just assume what has happened has been a housebreaking. It's only then that a determination will be made, usually after consultation with the PF, and to be honest probably after several months of the PF "considering" it.
