It's a pretty broad definition, but if it's acting aggressively and chasing people, I'd say that qualifies as "dangerously out of control".

No.

It's against the law to "let a dog be dangerously out of control anywhere" even in your own house.

It's a pretty broad definition, but if it's acting aggressively and chasing people, I'd say that qualifies as "dangerously out of control".
