Yeah, I wasn't able to read it properly first time due to the ads. It would suggest he's been in the wrong that's he's been charged with an offensive weapon, that would suggest he's been in the street with it, or has some sort of weapon in his house which is always illegal to own.
In general though in Scotland the police don't have the authority to determine if something is self-defence when there are serious injuries or death. It normally results in a charge and the matter being sent to the PF who will then decide whether to drop it.
