I'm guessing yes. Doesn't mean there wouldn't be a cone on his head and all the marketing associated with it, but it would feel different knowing it's officially council maintained.

I await the youth of future generations regularly removing the Official Cone (which, with the advent of self-driving vehicles that have no need or regard for such things, has to be custom-made), and the resulting tutting and letters-to-The-Herald from our generation, derogatorily described as "reddit das" or "cone guards".
