1. Get a new boot drive, I'd suggest an SSD (or NVMe if your system can take that).
1. You can get a higher-capacity, spinning rust drive too if you need one.
1. Install Ubuntu (quite frankly, fuck Windows).
1. You can now attempt data recovery on the failed drive, or restore from backup.
1. If you *must* use Windows, Win 7 is going out of support and you should try to get Win 10. Run this within a Virtual Machine using VirtualBox.
Or
1. Buy an entire new system.
