Yup pretty much, that is one of the many reasons why pedestrians are safer when more people use bikes than cars.
Minor clarification just in case it wasn't obvious, the lights are needed to stop heavy traffic for pedestrians for logistical reasons, cyclists should be giving way to pedestrians regardless. Pedestrians still have the right of way.
