God that's far too cold...plus you would breathing in that cold damp air as well. I would keep trying with the landlord, but meanwhile (echoing the rest of the comments) get a dehumidifier, get some thick curtains for your single glazed window (or even hang a throw on it....pinned up with drawing pins. Looks weird, but your health matters. Cover the windows with cling film, it acts as temporary double glazing. Place some rolled up towels at the window and at your doorway. Get some cat litter in bowls and put it around the place to draw in the moisture (or you get some little damp boxes from poundland...its about a fiver for 4)

My heating kicks in at 19 degrees, and top temp just now is set to 21. I'm a bottom cottage flat so its colder. Your bill is way too high.
