Cycle in Glasgow year round. It's fine.
Good gloves in winter are a must, cycling at speed in cold, wet, windy weather will freeze your hands to a painful degree.

And take sensible precautions or have a back up plan for snow or significant ice. Get winter tyres, all bike shops will be able to recommend decent ones. Roads are usually gritted which makes below freezing temperatures less of a problem.

In winter I find headwinds a much bigger annoyance than anything else, because I make sure my clothing and tyres are appropriate for cold, wet weather.
