Because some tradies really would put their shit on buyback between jobs for beer money.
When someone phoned up about stolen stuff, we had to watch out because nobody was wanting to be hit with a few grand in fines. (A store in England got closed down, the lowest fine was 2,000 and the manager was stung for over 10k)
