Attend your community council. Write to your councillors. Fill in a missed collection report. If you can, take some of it yourself to a recycling centre.
Actually, you will almost certainly have to do the latter (or pay for uplift, perhaps get other residents to chip in) because the council workers will just say "Not my job pal" when they see how overfull it is.
