Given the number of people who don't know what indicators, advance stop lines, red traffic lights, and advance stop lines are all for, never mind who has priority at a junction or a zebra crossing, I have serious doubts it is high at all.

People should be made to retest after 5 or 10 years at an advanced level. Fail, you lose your license and have to do a new basic test.

After 5 or 10 years of practice, there is no real excuse for not being able to pass at the higher level.

Actually....make the advanced test after 10 years but the need to pass the Highway Code and hazard perception tests at years 5 as well.
