There's a huge issue with deprivation in the city. The parent(s) is/are probably working all the hours god sends for scraps, so the kids are punted out with their free bus passes. That, and these kids are suffering with trauma from living through a lockdown - they missed the bit where they learned how to behave in public, and their social skills are stunted. You might find that kids that age in other cities are beginning to act out. It's certainly being reported as an issue among youth workers across Scotland.
