One of the criteria for supplying Licenses is to “not grant a licence if [the department] determines there is a clear risk that the items might be used to commit or facilitate a serious violation of international humanitarian law”.
Now, the cynic in me believes that the government knows these things are going on and doesn't care. Or cares less because there are some kind of other backscatchings occurring.
