In reality people are not going to be able to work while they are applying for their first visa, if I remember right they are not actually banned (like asylum seekers) but it is pretty much impossible to get an NI Number without a valid visa and UK companies have to do all sorts of checks which makes working while awaiting a visa unfeasible.
There is also the issue of what proof of income the home office will accept, some people who earn comfortably over the limit are still rejected as they have had the audacity to move jobs at some point, its an awful system |
