If you keep your upper body warm then your legs will not get cold when wearing shorts outside.
Wearing shorts is very comfortable but if you remain inactive outside and it's maybe below zero then you will feel the cold no doubt.
Most folk wearing shorts are likely to be jumping into shops or bars etc and will quickly warm up their upper body and not even notice the chill on the legs. |
