Get an actual waterproof jacket with a hood (not water resistant) and wear layers underneath depending on how cold it is. Big wooly jumpers are your friend. You can add thermal t-shirts and such if you are still struggling.

I think puffers probably aren't that great as they don't tend to be water proof, in Glasgow the issue is that it's often as wet as it is cold, same with parkas.

I'd focus on actual outdoor brands if you can afford it. You won't need it every day, but on the days you do need it you will be greatful for it.

In terms of boots, I got a pair of shoe the bear boots a few years ago that are pretty warm, and they have lasted well, look decent and don't let loads of water, anything reasonably sensible and leather will be fine buy the best quality you can afford and get some cosy wool socks for underneath.
