Hi there! You've struck my area of expertise!
I work in one of Glasgow's many (albeit quite expensive) outdoor gear shops. I deal with exactly what you're after several times every day, so let's see if I can help!

Waterproof clothing can be found for very cheap. At the end of the day a bin bag is 100% waterproof, however it has absolutely no breathability to it and therefore after a day walking around the city you will get almost as wet with sweat (we all do it folks) as you would in the rain without a jacket at all.
Enter proper waterproof jackets. Waterproofs come in many shapes and sizes but the key thing you're looking for when you buy them from anywhere is the waterproof fabric technology they are using.

Outdoor gear gets a bit jargony here but the main 2 buzzwords to look for in my opinion are pertex shield and goretex. Pertex will be slightly more breathable, but goretex will be more waterproof. These fabrics can be found in all different brands of jackets including but not limited to Rab, Mountain Equipment, Patagonia, etc.

You might have already heard of goretex, as people often come into the shop now asking for a goretex jacket when infact they just mean a rain jacket (the same way they hoover not vacuum their house!).
Goretex is absolutely the industry standard for waterproofing, providing the only full waterproof guarantee for the life of any product carrying its name. However, because of this it does carry a definite price premium. Take a look at jackets with a goretex paclite material for a bit of a discount with the same level of waterproofing!

A good jacket can be a big investment, but if you do your research and get a good product it genuinely can last you years and years. I might be a little bit bias, but I would always recommending going to a specialist outdoor retailer and talking to the staff there. For the most part we don't bite and we're happy to talk to someone who appreciates the help. Most of the time it's the best bit of our day!!
