general rule is that you can film your own private property but not public space or people going about their personal business, and the close counts as the latter

So you can have a camera outside your door, but only if it's facing inwards towards your door and nobody walking past your door would be captured by it.

(if there was actual cause to monitor the close, such as repeated break-ins, then you can film, but you would need to officially notify all your neighbours and put up signage)

In reality, though, this isn't really enforced - one of my downstairs neighbours has a wee camera pointing into the close cos he's had problems with folk visiting the guy next door who sells weed.
