OK, so I didn't paint the most detailed picture possible. Passed within 2 feet of me at over 15mph. Enough to be startling and in the dangerous category.

Not really. I think of it like the hazard perception section of the driving theory test. As soon as I see one, my alertness leaps up a notch because I know that many will take chances at lights, going between lanes of traffic or other unsafe things. It is entirely reasonable.

Started riding a bike at age 5. Started cycling on the road age 8 or 9. Cycling proficiency lessons around 9 or 10. Only stopped riding a bike at 37 because someone nicked it and couldn't afford a new one at the time. Not once did I avoid a road because I didn't feel safe. And that includes riding to work in the city centre at rush hour. Still didn't jump the lights, cycle the wrong way along one-way streets, cut across pavements. It can be done, so stop defending people who do it wrong.
