If they are not crossing then they don't have right of way. Two feet on the pavement means the driver "SHOULD" give way, but is not required to.
It's two different events and they each have a different level of priority.
Your original argument was pedestrians ALWAYS, ALWAYS have the right of way. They don't. They have it when already crossing or at specific crossings. Of course, it's a nonsense argument. Only a fucking idiot would step out in front of a moving vehicle and scream about 'muh right of way'. |
