Easily - GCC cut bin collections, refuse piles up and becomes very attractive to vermin like rats - all those old sandstone tenements are falling apart, they've been there for over 100 years and some have had little to no maintenance.. So the holes in the walls just connect to all the other buildings, turning the internal guts of the buildings into a huge warren of tunnels and hidey holes and ways in and out of various flats on the hunt for food. They're also super destructive, so if they want through somewhere they'll just gnaw a hole through the wall...

Therefore, getting rid of them isn't easy. You'd have to put poison in basically every hole you could find and then seal it up, everywhere, and hope that the rats eat the poison before they eat your repairs to the holes... Then all the tenants would have to put up with the smell of dead, decaying rats for months until they dried out so much there wasn't a smell any more. Alternatively, they could just get a group of feral cats. But that's hardly a solution, is it?

It's criminal negligence that these private housing associations haven't adequately maintained the buildings in their stead, and I'd assume that the occupiers would be in a good position to sue as a group for the diminishing quality of their lives due to the ineffectiveness of the private housing associations to protect them and the buildings they live in.
