No. It's not "skipping the queue" and your absolutely wrong if you think you should merge at the back of the queue. You are supposed to be merging at the front of the queue (yes, not barge in, safely merge, but at the end of the slip at the front of the queue (it's called the pinch point)).

In heavy traffic when merging is slower and a space isn't always available, the cars in the left should be using as much of the runway as possible so that a second queue forms down the whole slipway, not a second queue forming before the slipway.

By merging at the start of the slip, all your doing is pushing the congestion off of the motorway and into the streets. In this particular junction, by merging too early, you end up affecting Pheonix Rd and possibly GWR/West Graham St.
