I've often thought they should have a couple of easily identifiable buses that just do simple loops around the town. Put at least four on each way so you'll only ever have to wait 15 minutes. Charge people £5/month for unlimited travel. Make the buses electric to keep emissions down and run the lot as a non-profit.
