At the risk of coming across as insensitive, why the fuck are we only now - in almost 2020 - putting in walls on the tracks?

Almost every major city I've ever been to has the ones identical to London where they don't open unless the train is at the stop.

Further to that the accessibility of our underground is absolutely shocking, are folk in wheelchairs/with restricted mobility just expected not to use it?
